Belgium. The creation of modern Belgium shows the intimate involvement of the international community in the creation of new states and its occasional willingness to bend the no-secession-without-consent norm if it suits the interests of the most powerful cartel leaders.24 In the 16th century, the modern Netherlands and Belgium were ruled by a single ruler, the Hapsburg king of Spain. A revolt against the Spanish led to a protracted war (1568–1648) which in turn led to the partition of the Low Countries between the areas the Spanish were able to retain (roughly modern Belgium) and the area in which the rebels were successful (roughly the modern Netherlands). The fact that Belgium became overwhelmingly Catholic under Spanish pressure while the Netherlands became primarily Protestant entrenched the division.
